Tsetserleg is the capital of the Arkhangai Aimag, and has not much to show for it except for a few Soviet style buildings and a nice temple/museum set behind it. Most of the residential areas are standard Mongolian shacks inside squares fenced off with uneven brown planks. Oddly enough, everyone had cell phones and internet access...
